Elizabeth Maughan serves as Art Tech Project Director and Fine Arts Project Manager at the Oklahoma State Department of Education and is the current President of the State Education Agency Directors of Arts Education (SEADAE). She has overseen Oklahoma fine arts standards revision and the creation of a fine arts framework.

Understanding and translating Oklahoma’s Teacher and Leader Effectiveness (TLE) process can be challenging for music educators. This session will explore the Tulsa and Marzano frameworks, providing practical strategies to align evaluation criteria with the unique aspects of music instruction. Attendees will gain insight into how these frameworks assess instructional effectiveness and discover ways to translate specialized music teaching practices into measurable success.
